The need for bye-laws and directions to regulate particular activities is kept under review. FHC is assisted in this by the Fal Estuary Safety Committee which considers accident and incident reports and makes recommendations for additional regulations if required. The Estuary Safety Committee has an annual meeting with its advisory members who represent users from a wide range of different activities undertaken in the harbour. The object of this meeting is to identify new hazards due to new or changing activities which may present additional risks to other harbour users. The Estuary Safety Committee will consider measures to control those risks which may include the need for additional regulation. Where new regulations are recommended, the Commissioners will consider making a Harbour Direction. Draft directions have to be publicly consulted and supported by the Port User Group which is a group of harbour users specially constituted for the purposes of considering draft directions.
